PURPOSE
The purpose of this procedure is to define the general procedures for the use
of the District Two Haz-Mat Vehicles for Haz-Mat Emergency Response,
Non-emergency Response (display) and Non-Haz-Mat Emergency Response.
GENERAL
There are now two State-provided Haz-Mat vehicles used by the District Two
Haz-mat Response Team, both under the control of the Haz-Mat Vehicle
Committee and the Response Team. The Technical Operations Module (TOM), Truck
#21, carrying all science and computer equipment, is housed and maintained by
the Somerville Fire Department and is dispatched on all Haz-Mat responses.
The Operational Response Unit (ORU), Truck #22, is housed and maintained by
the Everett Fire Department and is dispatched only on Tier 2 or 3 incidents
or special call.
Delivery to the scene is provided by authorized drivers in accordance with Procedure 70-1 for Haz-Mat Response.
HAZ-MAT RESPONSE PROCEDURE
The basic purpose of the Haz-mat Vehicles is to carry the equipment to support the District Two Haz-Mat Response Team. It is dispatched by the Metro fire Control Center upon activation of the Haz-mat Response Team for a Tiered Response or special call.
Activation of a Tier I Response from the District Two Haz-Mat Response Team is required for a Vehicle to be dispatched. The Vehicles cannot be dispatched for Haz-Mat use at any community without such activation.
Communities with their own Haz-Mat Teams that require additional assistance and/or equipment must at a minimum activate a Tier I Response from the District Two Haz-Mat Response Team to obtain Team and/or Vehicle assistance.
NON-HAZ-MAT EMERGENCY RESPONSE TECHNICAL OPERATIONS MODULE
The Technical Operations Module (TOM) Unit may be requested by a Fire department Incident Commander to support a wide-range of operations. Some of the support equipment includes radios, seven (7) cellular telephones, two (2) FAX machines, two (2) computers capable of street and area mapping and a 20 kW generator. This unit should be considered a back up to the Metrofire Command Post.
Community Cost and Responsibilities
Two Haz-Mat Technicians will respond with and remain with the vehicle for the duration of the response. The cost will be the responsibility of the requesting community. The Metrofire Coordinator will bill the requesting community directly. The hourly cost will be billed the same as outlined in Procedure 70-2 for Haz-Mat Response.
Repair or replacement of missing or damaged equipment shall be the responsibility' of the requesting department.
On-scene refueling arrangements and costs shall be the responsibility of the requesting department.
Response
1. Requests for Non-Haz-Mat Response of the TOM's Unit shall be made to the Metrofire Control Center.
2. The requesting community shall provide the following information:
1.) City or Town
2.) Type of Incident
3.) Location of Incident
4.) Callback Telephone Number
5.) Staging Area for TOM's Unit
3. The Metrofire Control Center should send out a Haz-Mat Team page requesting two (2) members for a Non-Haz-Mat Response. Example: Two (2) members needed for fire response to Newton, contact Metrofire at (617) 343-2880. The two (2) Team members will respond to Somerville fire Headquarters and respond together with the TOM's Unit.
4.. Once two (2) members have confirmed response to the Metrofire Control Center the Control Center will re-page the Haz-Mat Team and notify them that two (2) members have been located. Also, a radio announcement will be made that two (2) members are responding with the TOM's Unit to the (type of incident) in (community).
5. The Metro fire Control Center shall notify the Hazardous Materials Division immediately.
6. The Metrofire Control Center Operator shall complete the Non-Haz-Mat Response Worksheet and forward it to the Chief Operator and FAX a copy to the Haz-mat Team Coordinator at Newton Fire at (617) 552-7305.
7. The responding members shall complete a report and forward it to the Haz-mat Team Coordinator within three (3) business days.
8. The Haz-Mat Team Coordinator shall send a report to the Metrofire Coordinator within three (3) business days so the billing can be completed.
NON-EMERGENCY RESPONSE PROCEDURE
The Vehicles may be called for display, special demonstration or public awareness/promotions but must be accompanied by at least one member of the District Two Haz-Mat Response Team. This may be a member from the requesting community or, in the case of communities without Team Members, a Team member who has volunteered or whose community should be reimbursed for his time to accompany the vehicle. Reimbursement shall be arranged between the requesting community and the community providing the Team member. Arrangements for vehicle usage shall be made through the Haz-mat Vehicle Committee.
